"The library could not be opened."

After updating my MacBook Pro to Sonoma 14.0 I get the following message when trying to access my photos that are stored on iCloud and synced with my iPhone 13 Pro.


"The library could not be opened."

"“Photos Library” is in iCloud Drive, and needs to be moved to a folder on your Mac to open."


Why? This worked fine when the photos were on the cloud before. Help needed.
