Why isn't apple letting me resubscribe to iCloud+ even though it's the correct card

So I tried to resubscribe to my iCloud

I then pressed the button for the 50 GB a month, however after I scanned it, it said this And when I pressed continue it took me to this, I kept typing in my card but it still said I can't pay this way, why does apple hate me
