Error 0x800701AA and 0x80070185 loop on Windows 11

I am encountering errors 0x800701AA and 0x80070185 on Windows 11.

I run into these errors while trying to backup my iCloud Photos to an external storage drive or even just trying to open and view the photos/files. I have tried copying the files to my PC before moving them to my drive, checked the “always keep on my device” setting, and repeated terminate, repair, reset, and uninstall/reinstall iCloud processes. And still in this error loop. Is there a solution I can do or is this an internal problem Apple will need to fix.

It isn't entirely clear if you're trying to back up your iCloud Photos after downloading them to your Windows PC or if you're seeing those errors when trying to restore a device. The errors you mention are usually associated with restore errors: iOS update and restore errors - Apple Support


If you're wanting to back up those photos, you'll want to follow these steps to first download them: Archive or make copies of the information you store in iCloud - Apple Support


Download copies of your photos and videos from your device
* On your iPhone, iPad, or iPod touch, tap Settings > [your name] > iCloud > Photos. Then select Download and Keep Originals and import the photos to your computer
* On your Mac, open the Photos app. Select the photos and videos you want to copy. Choose File > Export.
* On your PC, make sure that you set up iCloud for Windows and turn on iCloud Photos. Open File Explorer. In the Navigation pane, click iCloud Photos, then select the images you want to keep on your PC. Right-click the selection and choose "Always keep on this device." If you use iCloud for Windows 10 or earlier, learn how to download your photos. After the items download, copy them to another folder on your computer. To do this, press and hold the Ctrl key and drag the items to the folder. Include this folder if you back up your computer.


After the photos are stored on your computer, you'll follow the appropriate Windows steps to save them to your external drive. For those steps, you'll want to reach out to Microsoft Support: Microsoft Support
