error 0x800701aa windows 11

When ever I try to view a file in icloud from windows explorer I am unable as it has the cloud symbol next to it. I try and download and after a minute I get this message:

AN UNEXPECTED ERROR IS KEEPING YOU FROM COPYING THE FILE

ERROR CODE 0x800701AA

Some people have told me that it is a storage issue. I have over 18gb free on my PC

Any ideas what I can do to remedy this problem?
