new ipad transferring from old one, update swirling forever

Bought a new ipad, trying to transfer data from my old one. Got thru most of the steps but the software update is swirling and swirling 45 minutes now.

I had exactly the same problem described above. I started down the list for possible solutions and finally resolved the problem by hard-wiring the new tablet to my PC and let ITunes do the downloading of the update for me. After that the transfer from my 7th Gen IPad completed with no problems. Thanks.
