i can’t give a proper answer but i can suggest a few things.

・Check if you have iCloud backup on with both phones.

・Check if your iCloud is signed in on messages

・Check if your messages are backed up from your old phone

・Check if you have cellular connection.

Same but my iPhone is iPhone X/xs
