Vertical scrolling for PDF in Notes iOS 17

I use Notes to teach from using PDFs. Since the update to iOS 17, the ability to scroll a PDF vertically seems to have disappeared. You can scroll horizontally across pages, but no longer vertically. Scrolling up and down was one of the reasons I switched to notes a few years ago. Is there a way to select vertical scrolling in Notes for PDFs instead of horizontal scrolling?
