I am planning to buy an apple ultra watch.i would like to assign a different phone number for the watch different than iphone within the same carrier(att).Is it possible?

That is a question to ask your carrier. Apple doesn't dictate how carriers support the Watch.

Likely not. The phone number associated with your Apple Watch is your actual cell number. This is how your watch gets phone calls if someone calls you. Apple Watch is not standalone, so it's most unlikely you can get a totally different number just for the watch. But you will be assigned a number, which is for billing purposes which is not the same number as your iPhone. You can't call that number however. It's just for billing purposes.
Yes, if that is what they are asking about. But it's not likely if you or me went to our carrier and requested a completely different number for our Apple Watch, which is different from our cell phone number that they'd likely do that. Remember that pairing an Apple Watch for a family member goes through a parents iPhone. And sure, it requires a phone number and it couldn't possibly be the phone number of the parents iPhone.
Watches set up for a family member have their own telephone number that is completely separate from that of the iPhone used to set it up. So it can be done.
