How can I add a debit card to Apple Pay when card issuer says the problem is with Apple?

I tried to add a debit card to Apple Pay. It would not accept the card. I contacted the card issuer, they said their system shows Apple deleted the card and they could do nothing about it. I did not delete the card. Apple Pay will not allow the card to be added to Wallet. How do I solve this problem?
