iphone 14 will not record in mp4 format, even in "most compatible" setting.

I have always set my camera to most compatible mode so it would take jpeg and mp4. For some reason, it started recording in .mov and when I check the setting, it is still set as most compatible. I switched it to high efficiency, recorded a vid, then switched it back to most compatible and recorded a vid. Both were recorded as .mov. My still photos are still being taken in jpeg, it is only the videos that are wrong.
