Screen Mirroring between iOS/iPadOS devices is not supported.
Such a feature would be largely pointless - as, with only minor exceptions, anything that your can display on one device can be accessed/displayed by the other.
Likewise, the majority of Apps that can be installed on iPhone are similarly available for iPhone - and vice versa. Additionally, using iPad's native Continuity features, many Apps support handoff to move a task between devices:
