Safari won't save website settings after downgrading from Sonoma Beta to Ventura

I recently downgraded from the Sonoma Public Beta to Ventura. I backed up with Time Machine and restored it after deleting everything and installing Ventura.


I'm trying to allow websites to access my location in Website settings, but when changing when visiting other websites or currently open websites to Allow, it doesn't save. This is the same for other Website settings.


I tried deleting the com.apple.safari.plist in user/Library/Containers or user/Library/Preferences, but it doesn't exist. There is a com.apple.SafariServices.plist, but I'm not sure if that's the same thing.

Mac Studio, macOS 13.5

This is not helpful. I know how to change Website settings in Safari on Mac. The changes are not saving.

Change Websites settings in Safari on Mac

In the Safari app  on your Mac, use Websites settings to customize how you browse individual websites.
To change these settings, choose Safari > Settings, then click Websites.
The settings you can customize (such as Reader and Content Blockers) are listed on the left.
To apply a setting to a website on the right, first select the setting, then choose the option you want from the pop-menu next to the website.
