Phone mutes other people while I speak

This has already been asked by Ntgoeb, but there was never really answer and it is still a problem.

“Whenever I'm on a phone call and speak, the other person's audio cuts out until I stop talking (and for half a second or so after I stop - there seems to be a slight delay). This makes it difficult to hold a conversation - lots of stops and starts, and asking people to repeat themselves.”

This happens no matter what app I’m calling in, no matter if it is on speaker or with AirPods, the the person’s audio will cut out until a little after I stop speaking

I have already gone through the settings and I can’t seem to find anything that would be causing this. Settings -> accessibility -> audio-visual -> noise cancellation does not do anything towards this problem, I have made sure it is off and tried calling with it on but the issue persists. Any guidance on how to fix this would be very appreciated.
