Why do I have to pay for additional iCloud storage?

I don't want to pay for additional iCloud storage. I'm happy for my next (new) backups to go over older (oldest) backups. Is this possible?

(I know, I must be the only person in the world that is backing up the bare minimum, but that's all I want - my contacts, my calendar.)

MacBook Pro 13″, macOS 12.6

iCloud doesn't continually add new backups of the same device. Only the two most recent backups for a device are available.

If you have iCloud Backups of old devices that you no longer need, you can delete the backups by going (on your iPhone or iPad) to Settings > [username] > iCloud > Manage Account Storage > Backups > [device name] > Delete Backup.

There is no iCloud Backup option for Mac computers but there are options such as iCloud Photos to sync data from Macs. Syncing data from Macs, iPhones, or iPads does not keep multiple copies. The data on the devices and on iCloud is the same and changes dynamically wnenever you add or delete something.
