Incredibly slow upload speeds MacBook Air M1

I am horribly confused and am out of solutions. I have a fairly new MacBook Air M1. I use a local ISP in San Francisco (Monkeybrains) which has reasonably fast up/down speeds. Normally I get about 300Mbps UP, and 175Mbps DOWN.

Right now I am getting very fast download speeds, but my upload speeds are 0.07Mbps. To make sure that this wasn't an issue with my router, I bypassed this with a dongle which is an RJ-45 cable to USB-C. When I did this my download speeds were just fine, but the internet speed test was unable to upload anything, 0.0Mbps... Interesting.

So now I've uninstalled Avast Security, I've run Malwarebytes and have no corruption or malware that I can find. Normally I can figure stuff like this out, but I am more confused than ever.

I think that I've run every test that I can think of... Please help!!!

It was absolutely a Mac problem and I just fixed it. There's some kind of bug with Monterey 12.1 which was running on a MacBook Air M1. I just finished downloading Ventura 13.5.1 and now my upload speeds are 175Mbps vs 0.07. Why Apple didn't send out a patch or perhaps let people know that this upgrade to Ventura was vital, I don't know. I did everything I could hardware-wise, I uninstalled security software... Everything. At the end of the day it was an OS issue.
