When I attempt to update my Apple ID settings on iPhone 13, I enter the required iPhone passcode but then am asked for an iPad passcode. I don't have an iPad so I'm not able to get any further in the process.

It sounds like you might be getting asked for an iPad passcode to decrypt iCloud encrypted data.
This is likely for an iPad you had logged into this Apple ID for iCloud at one point.
If you don't have this data, you can reset the encrypted data on iCloud and start a new iCloud encrypted data beginning with this iPhone.
You should have an option to reset the encrypted data on the screen.
