This reply just tells you to call Microsoft. Very unhelpful.

2. Set up a Microsoft account. You can create one on the Microsoft website.
3. Know your Apple ID and Apple ID password. Learn what to do if you forgot your Apple ID password or need to find your Apple ID user name.

For general upgrade and installation fixes, visit the Microsoft support site."

You can also check your internet connection and test on a different network. As mentioned in the article here: Set up iCloud for Windows on your PC - Apple Support

"Before you can use iCloud for Windows, you must set up iCloud on an iPhone, iPad, iPod touch, or Mac. See Set up iCloud on all your devices in the iCloud User Guide."
