I recently was using a packing checklist in my notes app and when I would check an item off, the line disappears. I want to be able to see the ones I checked. How do I return that feature?

Yes, I am sure that I am using the notes app. I recently moved the problem note to a different folder and now it is doing what I expected it to do, but was not doing this in the other folder. I can't find a way to change settings per folder or anything that addresses the disappearing bullets.

Are you sure your are using the Notes app and not the Reminders app?
If using the latter, it is expected behavior and you can show the completed items by tapping the "..." icon in the upper right of your screen and selecting "Show Completed".
In Notes, a checklist does not remove items when you check them.
I think I just fixed this.
Go to
Settings > Notes > Default Account
Select On My iPhone
