How do I get an additional apple mastercard for my daugther?

I want to add my daughter to my Apple Mastercard. How do I do this and get her a physical card?

I did all I needed to enable her Revolut account and the last step is to add this card to her Apple Wallet so that can be used with Apple Pay, but when I try to do so, I get a message that says she needs to be 13+ to allow her to add cards. So I do not know what is wrong. I checked her data in Apple - they are correct. I do not have any restrictions on her as a Parent. So I do not know how to resolve this.
