why I cannot add card in Apple Walled to use with Apple Pay for my daughter which is 13 years old? her birthday details are correct, but Apple says that she is not eligiable yet

I have purchased Revolut <18 account for my daughter, born 07 June 2010 (which means she is already 13+ years old). I did all I needed to enable her Revolut account and the last step is to add this card to her Apple Wallet so that can be used with Apple Pay, but when I try to do so, I get a message that says she needs to be 13+ to allow her to add cards. So I do not know what is wrong. I checked her data in Apple - they are correct. I do not have any restrictions on her as a Parent. So I do not know how to resolve this.
