Family Setup of Apple Watch Stuck on "iCloud Terms"

I just bought a Series 8 for my 15-year-old who doesn't have an iPhone. While trying to set it up through Family Sharing using my iPhone, it pairs to my iPhone, I enter my son's Apple ID password, and all goes well until I get to the iCloud terms and conditions. I scroll through to read them and click "agree" while the Watch says it is connecting to my son's account which "could take a few minutes," but it just keeps returning me to the beginning of the user agreement over and over; I've now read it several times and clicked agree several times to no avail. What am I doing wrong?? Very frustrated. Thank you.
