iphone13SE, all contacts are blocked and when they call are on silent call. tapped on settings/phone/blocked call and deleted the blocked call . however the phone reverts back to blocking all contacts. contacted the service provider who advise that my phone is not being blocked by them

Can the contact send you text messages? If so, it's more likely that a notification or focus setting could be the cause.

"To turn off notifications selectively for apps, go to Settings > Notifications > Siri Suggestions, then turn off any app."
Do you by chance have a Focus enabled such as Do Not Disturb, Sleep, etc? Focuses can be set up to block or allow notification for people and apps.
