Lately numbers I have blocked on iPhone are still coming through. I have updated iPhone software 16.3.1. I received 3 calls from the SAME number and it was blocked after this first call and shows it is blocked in settings/phone/blocked contacts and also if trying to "re-block" again, it shows it as blocked and only offers "Unblock" to that number

You have correctly block that number however I'm assume these are spam calls, the caller is spoofing that number but actually calling you from a different number.
