airtag stolen/lost item

According to apples information I will receive the location of my airtag if item attached to airtag is lost or stolen. The location is incrypted and not even apple knows location.

Next apple says that for your integrety you will be alerted if a airtag not belonging to you is close to you, it even start to make a sound! So either, anyone close to my item will find it, or the thief will be alerted and can discard the airtag.

exactly WHAT is the intended use of airtag that does not affect the user negative??
