My locked notes are now blank

Hi,

Most of my locked notes from before 2020 have recently been wiped leaving only their title on both my phone and my computer, and I was wondering whether anyone else has had this problem and found a fix.

I've seen a couple of people with the same problem on the community but none of the solutions so far have worked.

I think it's to do with iCloud, as my notes have partially unsynced between devices and don't update instantly, but I'm not sure. I don't use iCloud backup for my iPhone but iCloud notes is turned on and has always been. I've talked to a support technician who wasn't much help and they told me to go into notes on iCloud.com, resulting in 2 of my notes being deleted due to them updating there. I have tried turning off and on iCloud notes but it hasn't worked.

I tried using iCloud Data recovery with no luck and I was wondering whether there's a rollback for iCloud, similar to Time Machine, that anyone could lead me through?

If anyone has any ideas of how I could fix this, it would be greatly appreciated.

I'm using Ventura 13.4.1, and iOS 16.0.
