iCloud Notes with "device password" now blank and duplicated

Hello everyone, I need a solution to help restore my iCloud Notes with passwords, as a good portion are now either blank, or have disappeared, and are not in the deleted folder. They also duplicated all the notes, and the duplicates have the same issue. This happened after I switched to have the Notes app password method change from "Use Custom Password" to "Use Device Password". I am running iOS 16.1.1 on my iPhone 14 and iPad 9, and macOS Ventura 13.0.1 on my Macbook Pro M1. Thank you for any solutions with this issue as the only other solution I can think is a complete restore of my iPhone from previous iCloud backups.
