trouble backing up iphone

I'm truly stumped on this issue and I am unsure what to do anymore. TLDR at the bottom. I have 2 iPhones, one 14 Pro and the other is a 14 Pro Max. With the 14 PM I can not back up to the computer. While the 14 Pro on the other hand will sync without an issue. When the 14 Pro is plugged in, I will see the "Trust / Don't Trust" prompt on the phone. Select TRUST and the phone will appear in iTunes and in the explorer window of my windows 10 computer. The Pro Max however, you will get the prompt on the phone and nothing will happen once you've selected TRUST. Another interesting thing, with hot spot on on the 14 Pro, the computer will pick up the network. With hot spot on on the 14 Pro Max, it will not even acknowledge it. I'm running out of options as far as what I have left to try.

I have tried 4/5 different cables. Type A and type C plug styles, aftermarket and original, and made sure they were MFI. Directly plugged into the motherboard, then plugged into the front of my computer. I have updated the drivers, reinstalled itunes, updated my OS, disabled the firewall. I have reset the location settings in the 14 Pro Max. I've done (I think) everything short of resetting the phone, but I am trying to back up my info so I'm trying to avoid that option. Is there something in this phone specifically that I do not know or am missing?

TLDR: I have 2 iPhones, one that syncs and one that does not on the same computer, using the same hardware.

Please see the pic below to make it clearer that Hotspot is enabled by a Carrier on one SIM and not by the other Carrier in the same iPhone (Dual SIM).

Use these steps first

Restart the iPhone or iPad that provides Personal Hotspot and the other device that needs to connect to Personal Hotspot. Make sure that you have the latest version of iOS. On the iPhone or iPad that provides Personal Hotspot, go to Settings > General > Reset, then tap Reset Network Settings.

If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi

Also, check the following

  1. Network coverage and stability
  2. Data Balance
  3. On your windows (See if WiFi Auto Joins is enabled)
  4. Also, check if you have any stronger WiFi signal around your computer.

Ask the Carrier to change the SIM if nothing works.

There are two places you can keep backup (iTunes without WiFi or iCloud with WiFi)

Use iCloud Backup (Needs WiFi)

How to back up with iCloud

  1. Connect your device to a Wi-Fi network.
  2. Go to Settings > [your name], and tap iCloud.
  3. Tap iCloud Backup.
  4. Tap Back Up Now. Stay connected to your Wi-Fi network until the process completes. See the Pic below

Back up to Computer... (Does Not need WiFi)

How to backup with your computer

  1. Connect your device to your computer. On a Mac with macOS Catalina 10.15, open Finder. On a Mac with macOS Mojave 10.14 or earlier, or on a PC, open iTunes.
  2. If a message asks for your device passcode or to Trust This Computer, follow the onscreen steps. If you forgot your passcode, get help.
  3. Locate your device on your computer. If your device doesn't appear on your computer, learn what to do.
  4. If you want to save Health and Activity data from your device or Apple Watch, you need to encrypt your backup: Select the box called Encrypt [device] backup and create a memorable password. If you don't need to save your Health and Activity data, you can make a backup that isn't encrypted. Just click Back Up Now.
  5. Write down your password and store it somewhere safe, because there's no way to recover your iTunes backups without this password.
  6. When the process ends, you can see if the backup finished successfully.
