Error when rearranging apps - Couldn't communicate with a helper application [NSCocoaErrorDomain – 0x1001 (4097)]

I am trying to rearrange apps on an iPhone in Configurator through Modify > Home Screen Layout. When I hit Apply, I get the error message below. Apparently others have been running into this issue and there is no help available online. Really wish Apple brought back the ability to rearrange and group apps that existed in iTunes. I am running an Apple M1 Max and an iPhone 14 Pro, both updated to the latest. This issue has persisted through numerous updates over a period of several months.

Error message:

Couldn’t communicate with a helper application.

Try your operation again. If that fails, quit and relaunch the application and try again. [NSCocoaErrorDomain – 0x1001 (4097)]

Hi, I called Apple as they suggested in their response above but have not received the answer. I spent several hours on the phone with Apple and the call got elevated several times but ultimately they suggested I keep trying with different devices and different computers to exclude the possibility that the issue is specific to any particular device/computer - which it does not appear to be as others have reported the same issue… If you find a solution, please do post it. The old iTunes had this functionality, it is too bad that it was taken away.
