icloud 50GB, 4000 photos yet still “occupied all space”

i bought 50GB of icloud storage since i had 5GB storage worth of 3000 photos, full storage. Now, i have 4000 photos including videos and it says i occupy 36GB of my icloud storage, making it full. I know people with 20000 photos and still free space on their 50GB icloud plan. Please help, i do not want to spend more money and i find it incredibly frustrating.
