I have iCloud storage of 200gb, I’ve only used 26gb and apple is still telling me to upgrade my iCloud storage because it’s full. I cannot upload my pictures on iCloud because of this issue and I have more than enough iCloud storage for all my photos!
Just do make sure, did you check the graph for iCloud storage, in case other data is filling up iCloud storage space?
