I can’t redownload deleted games

I downloaded monopoly go and deleted it cause I got a little bored. The. I tried to download it back and it brought me to the verification required screen. So I entered my password and it brought me to the manage payment methods screen (even though it’s a free game ). But I already my payment method on there so I pressed back and it said my payment method failed. I clicked on it and I had to enter my CVV number. So I did then I pressed done and it brought me back to the verification required screen and repeated the process. I tried everything but nothing works even signing in and out of my iCloud.
