Top menu chopped off on MacBook Pro 14in M2

Every so often, I would open my MacBook Pro and see that the top menu is chopped off. Only the menu items left of the camera are chopped off, the ones on the right are ok. This would be accompanied with bizarre app behaviour where I can't scroll up down in Safari or select cells in Numbers.

Apple suggested restarting in safe mode to delete some cache files that might be causing this but this did not work.

I am having the same issue. I am a long time Windows user and making the switch to MAC after about a decade apart. I am really frustrated having a brand new computer where the top bar is cut of by 1/4. I see the apple but no stem and it's just enough to make things hard to read.

I have tried resolution, tried menu bar settings, set menu bar to large mode then it's just a large problem. Nothing seems to work. Any ideas?
