saving voice mail greeting

My custom greeting will not save. It plays back, but nothing happens when I call my phone. How can I get it to save?

iPhone SE, iOS 16

Voicemail is a cellular feature, so you may want to contact your cellular provider for problems with voicemail not working.

Thanks very much - apparently the answer was much simpler, and one I always forget. I was asked if I had tried turning off the phone and restarting! I hadn't, I did, and that did it.
