You'd have to ask Apple that. Though, frankly, the fact that they don't have a documented way of rearranging things would indicate to me that they have expressed no "official" interest in the subject at all. The ability to rearrange apps within folders is not mentioned in the user guide or the support article on making folders. I suspect that the App Library is as close as you're going to get to an "official position".
I want to know why I’m having this problem in the first place, and how I go about getting rid of it? I used to be able to move apps in a folder, and from what I understand I should be able to and other people *can* do it
I don't know why you could do it before. I don't recall ever being able to do it. That's why I was aware of this particular workaround. Since the App Library function was released, I've pretty much stopped using folders as they were always clunky. It could be that, in some system update, the functionality was removed or, if it was never official, just broken as a side effect of another change.
