I downloaded Ventura oc and made the bootable flash drive, but it didn’t work too. And direct install from .dmg didn’t worked ether.
Ventura has never been released as a .dmg file so that file is suspect. The only way to get Ventura is through the App Store.

I had AdGuard and CleanMyMac for ages, no updates.
Uninstall CleanMyMac by following the developer's instructions. CMM is notorious for causing all sorts of problems...the Apple forums are full of such posts. If you are running any other anti-virus apps, cleaning/optimizer apps, or third party security software, then uninstall those as well since they are not needed on a Mac. These types of apps usually causes more problems than they solve since they interfere with the normal operation of macOS.
Are you using any other browser extensions or plug-ins? Have you tried using another browser such as Firefox, Vivaldi, or Google Chrome?
Maybe try creating a new macOS user account. Log out of the main user account & log into the new macOS user account. If you can now access the App Store and other Internet sites like "www.google.com" or "www.apple.com", then there is some sort of issue with your main user account.

I highly recommend getting the Internet working before trying to upgrade to a new major version of macOS since upgrading to a new major version of macOS usually results in even more problems because now you may introduce new compatibility issues with your third party software. For example: macOS 10.15+ no longer supports 32 bit software. Better to fix things now before introducing more complications.
You may want to try running the Apple Diagnostics to see if any hardware issues are detected. If you can run the online Apple Diagnostics, then at least you know your laptop is able to access the Internet outside of macOS which means you have a software or configuration issue with macOS.
Have you tried to power cycle your router? Afterwards, reboot the Mac to see if you can connect now.
