when trying to add outlook account on iphone i am being asked to go to mail setting and enter a password, this was done prior the message, i deleted everything started from scratch but iphone still insisted i add a password when it is already added

It isn't the phone, more than likely you need to enable/download app specific password and use 2 factor authentication to access the account. https://support.microsoft.com/en-us
