Migration Assistant uses wifi for data transfer. It may not necessarily require internet access, but it will require your computers to be connected to the same wireless router. You can alternatively connect the two computers via an ethernet cord, but depending on the age of your dell, you might need a separate adapter for both computers to be able to plug in an ethernet cord.

What kind of files are you wanting to transfer over? If it's mainly pictures and documents, you can use an external drive to house your files, and then copy those over to your MacBook. You may need and additional cord or dongle to plug your drive in to both the USBa slot of your Dell and the USB-c slot of your Macbook.

Migration Assistant transfers over more than just your files, though, it can also interpret some preferred settings and other data you might not think to transfer over if you do it manually. It can copy over emails, some browser settings, and system settings, too. So depending on your goal of data transfer, it might be worth using Migration Assistant with a wifi router, or you can simply use an external drive.

There are additional solutions, such as syncing an iCloud folder between the two computers, but this will require the internet for both devices.
