After buying a new Macbook Air, is it faster and/or safer to transfer the data from my old MacBook over a network, or over a cable with USB-C connections on each end?

Of the two, USB-C will be faster. The fastest way to do it would be by connecting your Time Machine backup drive and migrating from that, assuming you're using Migration Assistant in all three cases.
