To add a name to your photos, you can follow these steps:

1. Open the Photos app on your iPhone.

2. Select the photo you want to add a name to.

3. Swipe down on your photo to reveal more options.

4. Locate the "Add Caption" option (it's a text field) and tap on it.

5. Enter the desired name for your photo.

6. Tap "Done" or hit enter to save the changes.

If you're unable to find the "Add Caption" option, please make sure you're using the latest iOS version. You can check for updates by going to Settings > General > Software Update.

You can also do this via iCloud by following the steps outlined here: Add or view titles, captions and more in Photos on iCloud.com – Apple Support (UK)

You must mean swipe Up? When I swip down the image closes and shows the album gallery.

up until about a week ago, when I swiped Upward on a clear picture I was offered a tiny question mark in the bottom L corner which I could tap and “Add name”.

Presently, it doing this mostly defaults to “Add caption”… which defeats the purpose of the People & Places feature
