“Payment method has already been added to your account.”

apple isn’t letting me download anything since they’re trying to bill me. So I tried to download again so I can verified my card to have them just take the money from my account that I “owe them” I put in my card information and I get

“Payment method has already been added to your account.”

My problem here is I’m not even able to pay it off not even be shown what I’m paying for at the same time. I can’t find no personal way to pay whatever it is I’m being billed. And I checked all my subscriptions and all of them are canceled.
