We had fraud on our last Am ex card

I am trying to add the new one and it will not let me

Hi there I wanted to inquire about my account who’s been disabled and I don’t know how to fix it My account has recently been suspended because I believe my payment wasn’t successful but that is because the card on file had been frauded so I had to enter another card which I did but it’s still not working. I can’t access my music or download apps etc. how can I fix this?
