On both my iPhone and iPad there are yellow stars next to ALL my sent messages. When I look at the same sent messages in Mail on my Mac only those sent to VIP contacts have the yellow star. The software on all my devices are up to date.

The first thing we suggest when we see something like this is to power cycle all the devices involved. While simple, this can refresh the operating systems, apps and connections. Be sure to include any devices that are sharing the same contact list.
If the issue remains, on the iPad, if you pull up a message that is not supposed to be marked as VIP, and tap on the senders name, is the choice to Remove from VIP available? If it is, select it.
If the choice, "Add to VIP" is visible, toggle it on and then off again. Does that remove the star from all emails from that sender?
