how do i create and play a playlist on apple tv?
How do I create and play a playlist from purchased ITunes songs on my Apple TV? I do not subscribe to Apple Music.

The playlists should be created on a computer and would then be available on the Apple TV over Home Sharing
Use Home Sharing to share media from a computer to other devices - Apple Support
You cannot create playlists directly on the Apple TV.
