imac turns on after plugging in

Have a late 2019 refurbished iMac that I've never had any problems with until now, it turns itself on as soon as you plug it in or turn on the power strip it's plugged into.

It never used to do this.

I have already checked all the energy saving settings such as restart after power failure, power nap, etc., and none of them are enabled.
