If this is the only solution, then we are doomed. Turning off our phone for 20 days + doesn't sounds good.

That will be difficult unless you only recently signed up for it. There are many scenarios where Apple will require a two factor code.
What that message means is you have requested a verification code too many times in a set time period. You have to wait until you can request another one. While you are waiting you may want to find out why you are not receiving the codes and how to receive them.

A code is sent first to your trusted devices automatically:
"If you have a trusted device running iOS 9 and later, OS X El Capitan and later, iPadOS 13 and later, or watchOS 6 and later, the verification code is displayed automatically on your trusted devices."
If you don’t have a trusted device handy, you can choose to have a verification code sent to your trusted phone number as a text message or phone call.
1. Click "Didn't get a verification code" on the sign in screen.
2. Choose to have the code sent to your trusted phone number.
3. You'll get a text message or phone call from Apple with your verification code. This text message might include an additional domain validation line. This line includes the @ symbol, the website name, and your code (for example: @icloud.com #123456 %apple.com).
4. Enter the code on your other device to complete sign in.

On a mobile device go to Settings > [your name] > Tap Password & Security > Get Verification Code.

Turnoff your phone for 20-25 days
It will be resolved automatically

I wasn’t able to create new ID
I wasn’t able to recover my account
I wasn’t able to login due to this too many codes error
I tried finding a lot of solutions but nothing worked
I even called apple a lot but they failed to fix my issue
Then i did this and got my issue resolved today
Hey everyone I found a fix that may have people relieved that don’t take 7 days to fix so here’s how to do it.
first download Apple TV on another device or your Xbox or PlayStation and make sure it’s not signed in next you want to sign in and make sure to send a text to your phone.
next you want to exit Apple TV without typing the code in as you will need it for logging into your phone. Then you just want to log in and use that code to sign in and boom you can now use your Apple ID again. Hope this helps
