I tried to open a website on Safari and Chrome on my Apple devices (14pro max, iPhone 7, and MacBook pro-2020) but it doesn't work, I keep getting a "cannot connect to server" error on all devices, but it works fine on other devices and on "tor browser" please what could be the problem and how do I resolve this? I have already tried clearing cache and history and some recommended steps online and still nothing works

I am unable to recommend any particular VPN service, but I do want to make you aware that there are VPN services out there that are nothing more than scams. Some could harvest data while it is being sent through their servers. Do your research and stick with reputable companies.
It may be region related and only accessible using a VPN service.
If the site is an onion site with the ".onion" suffix, then those are only available with a Tor browser. They cannot be opened with any other browser including Safari and Chrome.
