A 2017 MacBook Air can't run any version of macOS later than Monterey – which means that it can't run the version of Xcode (14.3.1) currently in the App Store. That version of Xcode requires Ventura.


It looks like Xcode 14.2 is the most recent version that will run on your machine. You can download it following the directions in this Apple Developer Support article.
