After try , I can not update macos version to 13.5, would it be possible to install xcode at macos monterey 12.7.2? How can I do it? Thanks a lot.

I am always at loss which Xcode version is needed for which macOS. So I have made the following memo which show which version has worked for me. Is there an official list somewhere?
Xcode 11.3.1 for macOS 10.14
Xcode 13.x for macOS 12
Xcode 14.1 for macOS 13
Xcode 15.1 for macOS 14

Xcode 15.0 requires macOS 13.5 and later. You’ll need a macOS upgrade, or will need a newer Mac.
Xcode has always required the current macOS, and allowed the penultimate version for a while shortly after a new macOS release.

The simulators are separately downloaded and installed.
For anyone removing Xcode to free the storage, probably also want to (separately) remove the simulators.
Apple’s servers were slow during yesterday’s 15.2 download.
I do hope Xcode 15.2 finally fixes that pesky component of Xcode that’s been all to fond of crashing.

BTW Xcode v13 was 11 GB but v15 was only 3 GB. And my new fibre optic connection makes downloads faster (if Apple's end can feed it fast enough).

Matti, currently it is Xcode 15.2 now for Sonoma 14.2.1 and Ventura 13.6.3; Xcode 14.2 for Monterey 12.7.2. I have bookmarked MrHoffman's xcodereleases site as it ends the guess work.
Members of the developer program can access older Xcode downloads at the developer downloads website, but I’d sort out why that Mac isn’t upgrading first. If this is an older Mac snd not supported on macOS 13 Ventura or macOS 14 Sonoma, you’ll need an older Xcode download, and you won’t be able to submit apps to the stores. If there’s something else blocking the upgrade, that might also cause issues with Xcode or development.

My imac using montery 12.7.4, this is lastest version so i can't upgrade version 13.5 or later.
I only have the option to buy a new Mac.
