Show seconds on modified files in Ventura

I upgraded to Ventura and I lost the ability to see seconds on modified files. I went back to System Settings/General/Languages and Region but the customizing section is missing or moved. You can only change the date to a predetermined value, none of which I would use. No options at all for time.

It is critical that I know the difference in seconds in 3D rendered files. Is there a way to change this back? Thanks.

Open the Terminal application and copy/paste the following line into it, followed by return:

defaults write ~/Library/Preferences/com.apple.finder.plist AppleICUTimeFormatStrings -dict-add 1 "hh':'mm':'ss' 'a"

Now, click on the Desktop to get Finder focus and enter option+cmd+esc and relaunch the Finder. Once you do that the Get Info panel and the Finder List view will show seconds in the date/time entries.
