Why can't you fully customize date and time formats in macOS anymore?

FWIW, leroy is correct in that no one here can answer why Apple makes changes. However, it's highly unlikely you will get an answer from Apple Support. You can also send feedback although unless there are a large number of users (say a million or more) lamenting the change, it's not likely things will go back to the way they were.
