Why can't you fully customize date and time formats in macOS anymore?

I remember being able to fully customize the formats for how my Mac showed the date and time, like rearranging date elements, changing what they look like, and setting different formats for short, medium, long, and full dates and times in macOS Monterey. Doesn't seem like you can do this anymore—you're now restricted to a very limited set of choices in dropdowns now. Why is this? Loved making it all personal and unique back then!
